This is most likely because a third party recruiter logged into Pinpoint and manually added the candidate. This will not trigger an email.
We recommend that you ask your recruiters to inform you once they have added a candidate.
Make sure to communicate with recruiters when they manually add candidates to avoid missing application notifications.
